1. Summary
Thi s rep ort describ es activit ies carr ied out in the scope of the pro ject Id entification
and Prior itisati on of Substances for Inclusion in the List of Restricte d Sub stan ces
(Annex II ) under t he RoHS Direct ive. All activ iti es are based on t he Manual
Met hodol ogy for Ide ntif ication and Assessm ent of Su bsta nces f or I nclusion in the List
of Restr icted Substan ces ( Annex II ) under t he RoHS 2 Direct ive (dat ed 26.0 9.2 019),
here aft er “ th e m anua l”.
The repor t d escribes the wo rk carr ied out in acco rdan ce w ith th e fo llow ing parts of
th e m anual :
PART I: Identi ficat ion of su bstances used and/ or p resen t in EEE, which may h ave
negat ive impacts on h uman h ealth, the environmen t or r esour ce eff iciency d urin g
use and/ or during WEEE m anag emen t a ccordi ng t o RoHS Art icle 6(1 ). The
exi stin g inventor y of a p revi ous st udy was used as a basis t o be upd ated . Existin g
dat abases and computer-based too ls w ere then used to est ablish a
com prehen sive dat abase w ith inf orm ati on on t he subst ances co ncerned, w ith a
focu s on hazard prop erties ( hum an healt h and envir onm ental h azards) and use
aspects (t ypical appli cations, volu mes of u se). This work r esult ed in an inv entory
of 897 sub stances t hat were i ndicated to be p resen t in EEE or used during th e
manuf acturing of EEE. Those subst ances were then pre-assessed acco rdin g t o a
range of crit eri a t o pr ovide a fir st indi catio n regar ding th e sub stan ces pr iori ty for
fu rth er assessmen t, result ing in 10 gro ups, fr om grou p I ( priorit y for fur the r
assessment , 57 su bst ances) t o gr oup X ( no priority for f urt her assessment ).
PART II: Prio ritisation of su bsta nces u sed i n EEE, w hich may most likely have
negat ive imp acts on hum an health, t he environm ent or resource ef ficiency during
use and/ or during WEEE management accord ing to RoHS Ar ticl e 6( 1). This par t
was app lied to a sub-selection of the sub-stances ident ified in P I , under stood to
have the hig hest pr iori ty for fu rth er assessm ent according to t he g uida nce in P I II
of the manual. In form at ion was collected and review ed on v olum es of use and on
ty pical appl icati ons i n EEE. Ba sed on th is in format ion and the hazar d pr oper ties of
th e sub stan ce, a sor ting and cluster ing of t he p rior itised su bsta nces w as carried
out , r esult ing in fiv e clu ster s of subst ances (clu ster s I a) to I e)) . Th e seven
sub stances in cluster I a) are of t he high est hazar d gr oup and were indicat ed t o
be used in h igh volu mes or as nano-m ater ial or were ind icated t o be poten tial
sub stit utes for sub stances listed under Ann ex I I of t he RoHS Direct ive or su b-
stances that are cur rent ly un der assessm ent for a possible inclusi on in An nex II .
The fu rth er clust ers of subst ances increm ent ally fulfil few er crit eria.
