vu le traité instituant la Communauté économique européenne,

vu la directive 77/93/CEE du Conseil, du 21 décembre 1976, concernant les mesures de protection contre l'introduction dans la Communauté d'organismes nuisibles aux végétaux ou aux produits végétaux et contre leur propagation à l'intérieur de la Communauté (1), modifiée en dernier lieu par la directive 92/103/CEE de la Commission (2), et notamment son article 14 paragraphe 3 deuxième et troisième tirets,
