12 LATEST DEVELOPMENTS IN 2019
12.1 Legislative amendments
There were no relevant legislative amendments in Liechtenstein in 2019.
12.2 Case law
There was no official case law in Liechtenstein in 2019 regarding discrimination on
grounds of race or ethnic origin, religion or belief, disability or age.
Regarding sexual orientation, it should be mentioned that the Constitutional Court found
a discriminatory paragraph in the Act on Civil Union for Same-Sex Couples. In its ruling
2018/154, the Court noted that the prohibition on registered couples adopting
stepchildren violates the European Convention on Human Rights: it violates the equality
principles, as people with a certain sexual orientation (same-sex couples) are restricted
by law with regard to adoption in comparison with heterosexual couples. The
Constitutional Court decision was announced in December 2019 and was not officially
available at the time of writing this report, although the Liechtenstein press has already
reported about it.141
12.3 Cases brought by Roma and Travellers
There is no case law in respect of Roma. As of today, there are very few Roma in
Liechtenstein.
141 The full Constitutional Court decision is not yet available, but it should be published shortly at:
