Minutes of the sitting of 23 November 2020

1. Resumption of the session

The session suspended on Friday 13 November 2020 was resumed.

2. Opening of the sitting

The sitting opened at 17.06.

3. Approval of the minutes of the previous sittings

The minutes of the sittings of 11 November 2020, 12 November 2020 and 13 November 2020 were approved.

4. Composition of Parliament

The competent Irish authorities had given notice of the election of Colm Markey to replace Mairead McGuinness as Member of Parliament with effect from 20 November 2020.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Colm Markey would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

5. Composition of committees and delegations

The President had received from the S&D Group and Verts/ALE groups and from the non-attached Members' secretariat the following decisions changing the composition of the committees and delegations:

ITRE Committee: Andrea Caroppo

Delegation to the Euro-Latin American Parliamentary Assembly: Alicia Homs Ginel

Delegation to the EU-Serbia Stabilisation and Association Parliamentary Committee: Viola Von Cramon-Taubadel to replace Terry Reintke

The decisions took effect as of that day.

6. Negotiations ahead of Parliament's first reading (Rule 71)

The President announced, in accordance with Rule 71, the decisions taken by the PECH and ECON committees to enter into interinstitutional negotiations on the basis of the following reports:

PECH Committee: Report on the proposal for a regulation of the European Parliament and of the Council amending the Regulation (EU) 2019/833 of the European Parliament and of the Council of 20 May 2019 laying down conservation and enforcement measures applicable in the Regulatory Area of the Northwest Atlantic Fisheries Organisation (COM(2020)0215 — C9-0157/2020 — 2020/0095(COD)). Rapporteur: Isabel Carvalhais (A9-0220/2020);

ECON Committee: Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2016/1011 as regards the exemption of certain third country foreign exchange benchmarks and the designation of replacement benchmarks for certain benchmarks in cessation (COM(2020)0337 — C9-0209/2020 — 2020/0154(COD)). Rapporteur: Caroline Nagtegaal (A9-0227/2020);

ECON Committee: Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2017/1129 as regards the EU Recovery prospectus and targeted adjustments for financial intermediaries to help the recovery from the COVID-19 pandemic (COM(2020)0281 — C9-0206/2020 — 2020/0155(COD). Rapporteur: Ondřej Kovařík (A9-0228/2020).

Under Rule 71(2), if, before midnight on the following day, Tuesday 24 November 2020, a request in writing had been received from a number of Members or one or more political groups reaching at least the medium threshold, the decisions to enter into negotiations would be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.

7. Announcement by the President

The President informed the House that, after they were consulted in accordance with Article 234 of the Financial Regulation, the AFET Committee, the DEVE Committee and the BUDG Committee had forwarded their common positions on the extension of three EU trust funds, namely:

The EU regional trust fund in response to the Syrian crisis (Madad Trust Fund), which would expire on 14 December 2020;

(Joint position of the Committee on Foreign Affairs and the Committee on Budgets as the competent committees consulted in line with Article 234 of the Financial Regulation (2018/1046) on the extension of the European Union Regional Trust Fund in Response to the Syrian Crisis (Madad Trust Fund) established by the Constitutive Agreement on 15 December 2014 between the European Union (represented by the Commission) and Italy and set to expire on 14 December 2020);

The EU trust fund for the Central Africa Republic (Bêkou Trust Fund), which would expire on 31 December 2020;

(Joint position of the Committee on Development and the Committee on Budgets as the competent committees consulted in line with Article 234 of the Financial Regulation (2018/1046) on the extension of the Union Trust Fund for the Central African Republic (Bêkou Trust Fund), created by Commission decision C(2014)5019 of 11.7.2014 and set to expire on 31 December 2020);

The EU trust fund for Colombia, which would expire on 31 December 2020;

(Joint position of the Committee on Foreign Affairs, the Committee on Development and the Committee on Budgets as the competent committees consulted in line with Article 234 of the Financial Regulation (2018/1046) on the extension of the European Union Trust Fund for Colombia established on 12 December 2016 and set to expire on 31 December 2020).

If no objections were raised by a political group or a number of Members reaching at least the low threshold within 24 hours of their announcement in plenary, the common positions would be officially forwarded to the Commission.

8. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that on Wednesday 25 November 2020, jointly with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

Regulation of the European Parliament and of the Council amending Regulation (EU) 2016/1139 as regards fishing capacity reduction in the Baltic Sea, and Regulation (EU) No 508/2014 as regards permanent cessation of fishing activities for fleets fishing for Eastern Baltic cod, Western Baltic cod and Western Baltic herring (00041/2020/LEX — C9-0375/2020 — 2019/0246(COD));

Decision of the European Parliament and of the Council amending Decision No 573/2014/EU on enhanced cooperation between Public Employment Services (PES) (00040/2020/LEX — C9-0374/2020 —...
