4.1. Statistical unit

The statistical unit for indicator 4 is the number

of victims. A victim is ‘a natural person who has

suered harm, including physical, mental or emo-

tional harm or economic loss which was directly

caused by a criminal oence, as well as the family

members of a person whose death was directl y

caused by a criminal oence and who have suf-

fered harm as a result of that person’s death’ (

).

4.2. Type of oence

The oence covered by indicator 4 is physical

intimate partner violence, dened as any act

which causes physical harm to the partner or

former partner as a result of unlawful physical

force. Physical violence can take the form of,

among others, serious and minor assault, dep-

rivation of libert y and manslaughter’ (45).

4.3. Reference area

Data and metadata for indicator 4 were col-

lected at national level for 27 EU Member States

and the three devolved jurisdictions that are

the lawful authorities in the policy area of law

and order in the United Kingdom (England and

Wales, Northern Ireland and Scotland).
