9.1. Statistical unit
The statistical unit for indicator 9 is the num-
ber of victims. A victim is ‘a natural person who
has suered harm, including physical, mental
or emotional harm or economic loss which was
directly caused by a criminal oence, as well as
the family members of a person whose death
was directly caused by a criminal oence and
who have suered harm as a result of that per-
son’s death’ (61).
9.2. Type of oence
The oence covered by indicator 9 is intimate
femicide, dened as the killing of a woman by an
intimate partner and the death of a woman as
a result of a practice that is harmful to women.
Intimate partner is understood as a former or
current spouse or partner, whether or not the
perpetrator shares or has shared the same res-
idence with the victim’ (62).
Femicide is not a recognised separate legal
oence in any EU Member State jurisdiction.
Therefore, indicator 9 collects data on homicide.
The indicator presents the share of all homicide
victims that were victims of intimate partner
homicide. In order to calculate the share, data
were collected on all women homicide victims,
as well as women victims of intimate partner
homicide. Comparable data refer to Member
States’ jurisdictions that have data for both and
(closely) adhere to EIGEs denitions for both in
order to calculate the proportion. Where only
data for all homicides were available, these are
considered non-comparable, as they do not
allow for calculation of the share.
9.3. Reference area
Data and metadata for indicator 9 were collected
at the national level for 27 EU Member States
and the three devolved jurisdictions which are
the lawful authorities in the policy area of law
and order in the United Kingdom (England and
Wales, Northern Ireland and Scotland).
