5.1. Statistical unit
The statistical unit for indicator 5 is the number
of victims. A victim is ‘a natural person who has
suered harm, including physical, mental or emo-
tional harm or economic loss which was directly
caused by a criminal oence, as well as the family
members of a person whose death was directl y
caused by a criminal oence and who have suf-
fered harm as a result of that person’s death’ (

).
5.2. Type of oence
The oence covered by indicator 5 is psycho-
logical intimate partner violence, dened as any
act or behaviour which causes ps ychological
harm to the partner or former partner. Psycho-
logical violence can take the form of, among
others, coercion, defamation, verbal insult or
harassment’ (48).
5.3. Reference area
Data and metadata for indicator 5 were col-
lected at national level for 27 EU Member States
and the three devolved jurisdictions which are
the lawful authorities in the policy area of law
and order in the United Kingdom (England and
Wales, Northern Ireland and Scotland).
