Resumen de un informe de la Agencia
Introducción
Más de la cuarta parte de los trabajadores de la Unión Europea
padece estrés laboral; al estrés laboral y los problemas psicosociales
está precisamente dedicada la Semana Europea para la Seguridad y
la Salud en el Trabajo 2002. En apoyo de esta iniciativa se ha
elaborado un informe que reúne varios casos de programas,
prácticas y experiencias recogidos en todos los Estados miembros,
que abordan los problemas de tipo psicosocial e intentan prevenir el
estrés laboral. Esta hoja informativa resume dicho informe, y se
dirige a aquellas personas interesadas en desarrollar estrategias
contra el estrés laboral a escala nacional, regional o local. Al final de
la hoja podrá encontrar información sobre cómo obtener el informe
y otros productos relacionados.
Los objetivos del informe son los siguientes
■ Sensibilizar sobre la existencia de información sobre problemas
psicosociales relacionadas con el trabajo;
■ Fomentar una cultura de la prevención de los riesgos psicosociales,
como el estrés, la violencia o la intimidación;
■ Contribuir a reducir el número de trabajadores expuestos;
■ Facilitar el desarrollo y difusión de buenas prácticas; y
■ Promover actividades a escala europea y de los Estados miembros.
Legislación y normativas nacionales
La referencia legislativa para los Estados miembros de la UE es la
Directiva Marco de la UE (89/391/CEE) relativa a la aplicación de
medidas para promover la mejora de la seguridad y de la salud de los
trabajadores en el lugar de trabajo, en la que se abordan, de forma
implícita y explícita, los problemas psicosociales. En algunos países,
las disposiciones legales van más allá de la Directiva Marco,
especificando las medidas que los empresarios deben adoptar para
reducir los riesgos de tipo psicosocial. El informe describe ejemplos
de iniciativas recientes, como una nueva ley finlandesa de salud
y seguridad que incluye referencias a las demandas psicosociales
del trabajo, la violencia y el acoso. Se estudian algunas alternativas
a la aplicación de las leyes, como un proyecto de acuerdos sectoriales
de los Países Bajos, los Pactos para la Salud y la Seguridad en el
Trabajo. Se resume la reacción de los agentes sociales y las
autoridades públicas, incluida la Inspección de Trabajo, y se ilustra

una inspección.
